I find it difficult to not make these constantly. Hopefully I can calm myself down and settle on one to use longer than three games.
Anyway, similar to the other ones I've done. Top team of each conference goes up, worst goes down.
I made sure not to separate any in-state teams.
Even though there are an uneven number of conferences, I made sure to avoid having a "junk" conference. Instead I just made one of the regions larger.
Most of the regions have 22 teams. One has 21 and the oversized one (with a third tier) has 33.
Every year there will be one team exiled to the independents. This year it's Akron. After their one year, that team moves back up into the lowest tier of their region while the overall worst team of the lowest tier conferences moves into exile.
